Research direction
Start by reproducing the intermittent iOS failure with React Native 0.59.9 and react-native-fcm 16.2.4 across foreground, background, and terminated states. Compare notification behavior before and after reinstalling the app; done means push notifications continue working without requiring reinstallation.
