[Feature Request] Rule hit counter

### Summary:

To capture and display on the `Rules` tab the number of times a rule has been hit/applied. Along with a way of resetting the counter for all, or individual rules.
Plus an additional rule filter/criteria to constrain the rule based on how many times it has been hit.

Some services and applications require bootstrapping, making a single or a few initial request for setup. A persistent rule with a constraint on the number of these requests would allow these to be locked down.
