Socials Channels

We recently reverted the removal of two Chinese social channels that were removed in #887 , reverted #924

The original removed handled badly and shouldn't have been removed, it snuck under the radar in a larger commit, so we merged it back to help keep the peace until we find a solution.

I approved that review because I assumed that @gitr0n1n was just doing cleanup work, not removing an active channel and I didn't have time to manually check whether each telegram / wechat group was actually active or not. He was pretty good at making neutral PRs in the past but I will pay more attention in future.

That being said, @gitr0n1n does bring up good points in https://github.com/ethereumclassic/ethereumclassic.github.io/pull/924#issuecomment-1276288083 and we should discuss here, and perhaps update the wording on the page to keep everyone happy.

Start by reading pull request #924 and the discussion linked in its comment, then review the current social-channel page and the concerns raised about active Telegram and WeChat groups. The work is done when maintainers agree on the channel list and wording and the page reflects that decision.
