Re-enable `test_get_blobs` in devnet tests/`hiveview`

This is the wrong repo, sorry, but we should run these tests as part of the BAL devnet Hive CI flow.

This will require #2085 (and some further testing to ensure it runs on the devnet branch). We might need to create (or wait for) a new `tests-` as #2085 was added after the current release https://github.com/ethereum/execution-specs/tree/tests-bal%40v5.2.0.
