Add possibility to dry-run CI without the uv cache

This would really help avoid disruption when tinkering with deps and workflows. We should additionally ensure that the uv's cache is bypassed (or any others?).

Thanks for this! Is there a way to test this and the other workflows by maybe doing a dry-run release?
