tests/static/state_tests/stCreateTest/CreateOOGafterMaxCodesizeFiller.json
have large count contract interactions, need to rewrite it in .py format limiting number of contract interactions
similar to already converted tests at
/tests/constantinople/eip145_bitwise_shift/test_shift_combinations.py
which convert tests/static/state_tests/stShift/shiftCombinationsFiller.yml
