Description

Hello!

I would like the understand better the relationship between the admission control mechanism, the advertiser and the ENR.

Which IP is used to calculate waiting time? The advertiser or the ENR's IP? Are they always the same?

Is it mandatory for the advertiser to always use it's own ENR? What about using ENR of third parties?

For context, we are working on our own DISC-NG derived [spec](https://github.com/logos-co/logos-lips/blob/ff40ae99c8e76a2bb36dcd83184434625a8daeb5/docs/anoncomms/raw/logos-service-discovery.md) but on the libp2p stack.

Thanks!

Research direction

Read the TopDisc specification references for admission control, the advertiser, and ENR, then compare them with the linked logos-service-discovery.md document and its libp2p context. Resolve which IP determines waiting time and whether third-party ENRs are permitted; done means the specification or issue has a maintainer-confirmed clarification.
