Better name for zkspecs

# Problem

Need a better name than zkspecs.

Current name is temporary and too limiting:
- Doesn't capture other programmable cryptography scope
- No good acronym for it a la IETF, EIP etc

## Details

- "Programmable cryptography" might not be Lindy (is this what we'll use in 2y)
- Want to sound legit but not overly formal or made up
- Need broader scope than just ZK to include MPC/FHE etc
- Avoid overlap with zkproof.org, make sure clear it is complementary (ditto for IETF/EIP/DIF)

Main options right now:
- IPCS (International Programmable Cryptography Standards)
- More candidates exists in group chat
- Ideas welcome

## Acceptance Criteria
- Agree on better name
- Make sure available domains etc
- Update references
