Description
This ticket is a follow up from [Ethereum Interop Forum](https://x.com/EthInteropForum/status/1857724459656032380). [ERC-7785](https://github.com/ethereum/ERCs/pull/669) is a proposed standard meant to make progress on putting L2 chain configs on L1. One part of this is to have a standard way to compute chain IDs between ecosystems. We should review ERC-7785 and see if it fits in well with the OP Contracts Manager. We should propose any modifications to ERC-7785 and adopt them into OPCM. The spec for OPCM can be found [here](https://github.com/ethereum-optimism/specs/blob/main/specs/experimental/op-contracts-manager.md).
