Dev Console: Migrate Existing Superchain Relayer

superchainrelayer.xyz has seen increased usage, and was initially just built as a demo. We need to rebuild it and include it in the dev console for higher visibility and branding.

Requirements:

- [ ] rewrite the service found [here](https://github.com/ethereum-optimism/superchain-relayer) with a focus on using the latest package versions and on scalability. This work should be architected in a way that it will be extensible for L2 to L2 relaying in the near future.
- [ ] add a frontend for the new relayer into the Dev Console (requires design)
