super-cli: decide invest vs deprecate

## Context

From the July 2026 review of the public repository inventory, covering the developer-facing repo surface under `github.com/ethereum-optimism`. Part of the **Interop public repo cleanup** epic (#1008). This task is scoped so it can be completed without protocol-team involvement: no protocol-side decision, review, or code change is a precondition.

Target repo: `ethereum-optimism/super-cli`

## Finding

`super-cli` has low adoption, and there is nothing interop-related in the CLI today. It could be a useful surface for interop CLI commands in future, but that would require dedicated work.

## Scope

Make the call:

- **Invest:** scope the first interop commands and file them as follow-up work.
- **Deprecate:** deprecate/archive with a README notice pointing at the supported alternative.

## Acceptance criteria

- [ ] Written decision with rationale, published in the repo.
- [ ] If invest: a follow-up issue filed scoping the first interop commands.
- [ ] If deprecate: README notice added and archive executed.

## Open questions

- What adoption signal would justify investing? Is there a threshold, or is this a judgment call?
- If we invest, who owns the CLI going forward?
- If we deprecate, what is the named alternative for existing users?
