Description
just had in #48 the case that a chain is not yet released. hence I do not want to merge so no one runs into a non function chain. But it would be great to merge in "draft" state - so e.g. the chainID is already announced and so perhaps collisions avoided.

Read issue #48 first, then inspect how chains are currently merged and released. Define the draft state around announcing a chainID without making an unreleased chain appear functional; done should include a clear path from draft to release.
