Inconsistent ordering in downgrading and upgrading docs

I noticed that some of the more recent versions in the [Downgrading](https://etcd.io/docs/v3.7/downgrades/) and [Upgrading](https://etcd.io/docs/v3.7/upgrades/) sections of the v3.8, v3.7, and v3.6 docs are not in descending order.

The reason appears to be the page weights.

Start with content/en/docs/v3.7/upgrades/upgrade_3_7.md and inspect its page weights and version ordering. Review the corresponding Upgrading and Downgrading pages in the v3.8, v3.7, and v3.6 docs, then verify that each section lists the recent versions in descending order.
