support for BL6523GX power meter

**Describe the problem you have/What new integration you would like**

this is a cheap power meter for main sockets, my objective is to add the ESP8266 to get UART connection and be able to measure in Home Assistant.

**Please describe your use case for this integration and alternatives you've tried:**

I have tried the sonoff pow but I do have to make a cable for the sockets, I do prefer to use this cheap power meters with digital display is some places in the house.

**Additional context**

the son off pow seams to use same 4800 baud rate, may be this chip can be added easily to the esphome menu sensors.
