Eddystone Beacon Broadcasting

Support for broadcasting Eddystone beacons. Eddystone beacons are similar to iBeacons, but feature full cross-platform support, documentation, etc. Currently only iBeacon is supported through the `esp32_ble_beacon` component. **Please describe your use case for this integration and alternatives you've tried:**
Allow a wider range of devices to use beacon technology to be located within a space.

**Additional context**

Obviously this would only be possible for ESP32 devices.

Start with the existing esp32_ble_beacon component and review Google's Eddystone documentation and specifications. Determine the scope needed for ESP32 devices and consider how support should fit alongside the existing iBeacon capability; done means ESP32 devices can broadcast Eddystone beacons.
