Description

**Describe the problem you have/What new integration you would like**

Most ESPHome components are able to run independent of HomeAssistant (not using the API but e.g. using MQTT). It seems that is not the case for the Bluetooth Proxy. As far as I understand, the Bluetooth Proxy is only able to run via API together with HomeAssistant.

**Please describe your use case for this integration and alternatives you've tried:**

I would like to receive/send bluetooth messages just via MQTT to be able to integrate it in other (smart home) systems.

Research direction

No files, tests, or entry points are identified in the request. Review how the Bluetooth Proxy currently depends on the Home Assistant API and compare it with components that support MQTT; done means Bluetooth messages can be received and sent through MQTT without Home Assistant.
