Allow "Blacklisting" of Specified Serial Ports Displayed for ESPHome Serial Connection

Allow a CONFIGURABLE Serial Port "Exclusion List" to prevent specified Serial Ports from being selected for ESPHome Logging and Upload Operations.

**Please describe your use case for this integration and alternatives you've tried:**
My HA Instance includes the Network UPS Tools (NUT) Addon which monitors my UPS via Serial Port. If the UPS's Serial Port is MISTAKENLY CHOSEN for ESPHome, NUT fails, requiring a MANUAL NUT restart.

**Additional context**
It should be possible to add ports to an "Exclusion List" to prevent them from being shown / selected.
