Display Support (Update)- Waveshare 2.13 V4 E-Ink

Looking to add support for the latest version of the Waveshare 2.13 E-Ink display. v4.

**Please describe your use case for this integration and alternatives you've tried:**
The current support only goes to v3, however I have received v4 products. .

**Additional context**
The waveshare example repositroy (https://github.com/waveshareteam/e-Paper/tree/master/Arduino/epd2in13_V4) has v4 support for Arduino up. After doing a side-by-side of their V3/V4 cpp/h files there are some changes between the two. Bringing that info over into ESPHome as a my_component was beyond my abilities.

Start with the Waveshare Arduino example at epd2in13_V4 and compare its V4 cpp/h files with the V3 versions to identify the display changes. Then locate ESPHome’s existing V3 support and map those changes into it; done means the Waveshare 2.13 V4 display works alongside existing V3 support.
