802.11k/v support for all platforms

Kindly asking to add support for 802.11k/v for all platforms, not only ```esp32``` with ```esp-idf```.

At moment ```esp8266/esp32``` devices in my Keenetic mesh network frequently chooses not the best AP (with stronger signal), but more distant. Then suffer from weak signal, but still not reconnecting.
