Add support for the Waveshare 2.66 inch e-paper 3 color display

I've seen other requests to add support for other missing Waveshare displays, but I didn't see nothing about the 2.66 inch. This display supports 3 colors (red / black / white). [Product page here](https://www.waveshare.com/2.66inch-e-paper-module-b.htm).

**Please describe your use case for this integration and alternatives you've tried:**

ESPHome doesn't seem to even have support to 3-color e-ink displays, so there was nothing close I could test with.
