Option to make component active or inactive

## Problem
To make it easier to debug components we need a function to quickly make components inactivate and active again.

>I just have a small comment about the ESPHome dashboard.
My biggest pains: debug components, remove them and re-add them.
For that I added a toggle to comment/uncomment the components.
I think this is an important feature when testing a new board. Is that going to still be considered?

On the background of the community signal, the P&D team have raised this ticket.

## Proposed sultion
The function could be at the context pane in the middle, next to the `delete component` button. It should be a toggle and clearly labeled ad `make inactive` when the component is active, and `make active` when the component is inactive.
