Allow designated chairs/members to create new working groups

- John Doe requests to form a new working group.

- Admin receives request and approves or denies request (denial requires rationale).

- On admin approval a new working group is created and displayed on the site.

- As part of a separate issue John Doe would be able to go on to erlef.org and would be presented with tools and options for managing said group.
