[help] javascript not work at dev mode at mobile phone with latest chrome browser

Description
when start with `npm run dev`, the web page appear fine, but the javascript seems not to be working in my Android(v4.0.4) mobile phone with latest chrome browser.
However, it's fine at desktop browser or production mode.
anyone help me? is it caused by webpack config or babel ? i am not familar with both.
