tip-tracking: detect Erigon inactivity and break the test

In a recent test, Erigon became stuck after 10 minutes, producing no logs. However, the test continued until it timed out (several hours). If Erigon doesn't log for 20 minutes, perform a coroutine dump and abort the test.
