user issues setting up their own testnet with erigon

one user has been trying to setup their own testnet with only erigon nodes but they've been hitting issues, seems like erigon apparently misbehaves - check discord https://discord.com/channels/687972960811745322/897877410131902464/1420121178869076103

need to try and get all start commands and testnet files from the user and try to run locally to reproduce the behaviour

the user (@SyedMuhamadYasir ) has dm-ed me this https://github.com/SyedMuhamadYasir/Erigon_testnet however it is missing various files like the EL `genesis.json` and also the CL startup command and corresponding CL files - will ping him to push these to the repo (thread for this conversation https://discord.com/channels/687972960811745322/1437636824553095311/1437650732349263962)

I believe this may be related to https://github.com/erigontech/erigon/issues/16959 but best to first gather all cmds/files from the user and reproduce locally to confirm whether it is related
