StageFinish is ahead of StageExec. Replace performance hack by better solution.

I did hack for performance on chain-tip: https://github.com/erigontech/erigon/pull/11287
Need replace it by something better - to make all stages have same progress - like dynamically adjust `--block.sync.limit` on chain tip - to something small - like 32.
