Find strategy to keep `asdf` in the develop environment up-to-date

Find a way to keep the `asdf` version used in the [development environment `Containerfile.dev`](https://github.com/ericcornelissen/asdf-diffoci/blob/a84084bde852f05b355f5c02fcbf86a8054560f6/Containerfile.dev) up-to-date.

The goal is that this stays pinned to an exact version - for reproducibility - while also staying up-to-date with recent versions semi-automatically - e.g. like [Pull Requests by Dependabot](https://github.com/ericcornelissen/asdf-diffoci/pulls?q=is%3Apr+author%3Aapp%2Fdependabot).
