[check_swatinit] swatinit=0 should perhaps be a new error category

Description
If swatinit = 0 for cells, cells above contact are shifted to SWL, but the qc category picked by check_swatinit is `FINE_EQUIL`. This is potentially misleading, and swatinit=0 should perhaps be its own category.
