No `NEWS.md` and PR template asks whether it's updated

Description
When opening a PR I noticed in the automatic template in the PR description it asks whether the `NEWS.md` file has been updated. But I couldn't find a `NEW.md` file in the repository.
If I missed the `NEWS.md` (or other changelog file) perhaps it could be better signposted, if it doesn't exist and there is not plan on adding one then perhaps the PR template can be updated to remove this checkbox.
