Rethink config

I'd like to start a larger conversation about how configuration works. We've run into a few issues with deployment (any maybe other issues I don't know about).

I'm wondering if our config file/system should work differently and be more flexible. For example, maybe the template only includes a helper class or function for reading environment variables with default values.
