There is no hover over effect on 'x' button on some modals

### What steps will reproduce the bug?

1. Open channels -> any channel with grade C -> switch to Grade C -> click on Upload

2. Open channels -> any channel with grade A -> click on +Add (the same is for Edit modal)

3. Add Data Source (the same is on Configuration modal)

4. The same is on 'Add Dataset' modal on Datasets tab (Edit Dataset)
5. The same is on 'Add Channel' modal
6. probably there are some other equal modals...

Expected: hover effect on 'x'. It seems that the button should be blue in hover over.

Reproduce the issue in the Upload, Add/Edit, Add Data Source, Add Dataset/Edit Dataset, and Add Channel modals described in the report. Inspect the close-button styling and check whether the affected modals share the same component or styles. Done means the “x” button visibly turns blue on hover in all listed modals.
