Cannot create GKE cluster with disabled autoscaling

Description
Today `enable-autoscaling` has been hard-coded in `gke-gcloud` component. This brings a race condition when. GKE creates a cluster "down-scale" event when stack deployment has not been finished which leads to unsuccessful and unpredictable deployment in general.
