**To Reproduce**
1. Launch run with cluster
2. Stop run.
3. Rerun stopped run

Result: Launch form opens. Cluster parameters are shown in the _System parameters_ section

4. Click _Configure cluster_ button and configure cluster with any parameters

**Actual results:**
Cluster parameters disappear from the _System parameters_ section but their descriptions remains.

**Expected results:**
- Cluster parameters shouldn't shown in the _System parameters_ section at rerun
- Descriptions shouldn't be shown without parameters
