Description
**Background**
At the moment, auto-tests require API to be moved into `JWT-only` mode. This does not allow "general" users to login and causes "service interruption" for a day.
While this is fine for DEV/UAT environments - for the PROD environments this is not acceptable.
We need to design an approach, where the tests can be run isolated from the end-user space and allow them to proceed with their work.
