[BE] Get rid of orafce

At some moment, ACUITY migrated from Oracle to Postgres, and to minimize migration time the **orafce** library was integrated to the DB installation to provide emulation of Oracle native function. In current configuration, many of these function does not work properly, and anyway it would be better to fully replace their usage with native Postgres function calls and then remove orafce completely.
