Steps to reproduce:
Load molecule
[allowRGroupOnRSite.cml.txt](https://github.com/epam/Indigo/files/8458568/allowRGroupOnRSite.cml.txt)
Actual result: molecule: allowRGroupOnRSite(): atom #0 is not an r-site
Expected result: molecule should load without errors
