Description
[Identical bug on the side of Ketcher](https://github.com/epam/ketcher/issues/9108)
Currently, the only allowed valence for nitrogen is 3.
In addition to valence of 3, nitrogen can also have valence of 5.
Nitrogen should behave the same way as sulfur does (valences of 2, 4, or 6).
