**Summary**
Elements lose layer information when exporting CDX/CDXML files from Ketcher into ChemDraw

**Steps to Reproduce**
1. Create a structure in Ketcher with image and other elements on top of the image layer [ketcher (93).zip](https://github.com/user-attachments/files/17017170/ketcher.93.zip)
2. Save the structure as a CDX or CDXML file.
3. Open the saved CDX/CDXML file in ChemDraw.

**Note:** This issue does not occur if the CDX/CDXML file is saved with images and elements in ChemDraw and then opened in Ketcher. All layers are preserved in that case.

**Expected behavior**
The file should retain all layers when opened in ChemDraw
