Description

**Steps to Reproduce**
1. Add to Canvas two reactions with corrupted elements one under another

2. Click on Layout

**Actual behavior**
- Elements aren't fixed, two structures are centered on Canvas:

**Expected behavior**
- Chemical elements are fixed, the whole structure is centered, arrows positions aren't changed, reactions aligned is dome according to the position of arrow:

Additional example from @vanoprenko, how layout should work relative to the arrow, if the angle value is less than boundary value (TBD), horizontal orientation should be supported:

- Ketcher [Version 2.24.0-rc.3] Build at 2024-08-20; 13:16:59

- Browser: Chrome, Version 127.0.6533.100 (Official Build) (64-bit)
