Description

**Steps to Reproduce**
1. Add to Canvas two reactions in a row with corrupted elements:

2. Click on Layout

**Actual behavior**
- Elements aren't fixed, two structures are centered:

**Expected behavior**
Chemical elements are fixed and the whole structure is centered, it should be recognized as a multi-step reaction 2:2:1 if the distance:

Distance should be less than 3 bonds as in example from @vanoprenko:

- Ketcher [Version 2.24.0-rc.3] Build at 2024-08-20; 13:16:59

- Browser: Chrome, Version 127.0.6533.100 (Official Build) (64-bit)
