Unable to add hydrogens for aromatic bonds outside the ring - system throws exception

**Steps to Reproduce**

2. Press Add/Remove explicit hydrogens button

**Actual behavior:**
Some hydrogens are missing

Unpack the attached reproduction archive and load it in the reported Ketcher/Indigo versions, then use the Add/Remove explicit hydrogens button to reproduce the exception and missing hydrogens. Trace the aromatic-bond hydrogen handling from that entry point; done means the sample processes without an exception and produces the expected hydrogens.
