Some arrows without arrow format when Open CDXML in the ChemDraw

**Steps to Reproduce**
1. Open from file: [3 AfterBond Arrows KET.zip](https://github.com/epam/ketcher/files/14501618/3.AfterBond.Arrows.KET.zip)
2. Save >> select CDXML
3. Open it in ChemDraw

**Actual behavior**

**Expected behavior**
We should be able to save any arrows to any CDX format (CDX, based64 CDX, CDXML) and
open arrows in the Ketcher and ChemDraw.

Start by reproducing the issue with the linked 3 AfterBond Arrows KET.zip file: save it as CDXML and open the result in ChemDraw. Trace the CDX/CDXML arrow import and export paths, using issues 1780 and 1798 for related context. Done means the affected arrow formats retain their arrow formatting when exchanged between Ketcher and ChemDraw.
