**Describe the bug**
Fold/Unfold hydrogens changes valence value from 7(or 8) to 6
**Steps to Reproduce**
1. Load from file: [Fold-Unfold hydrogens changes valence value from 8 to 7.zip](https://github.com/epam/ketcher/files/14416904/Fold-Unfold.hydrogens.changes.valence.value.from.8.to.7.zip)
2. Press Add/Remove explicit hydrogens button (to unfold hydrogens)
3. Press Add/Remove explicit hydrogens button one more time (to fold hydrogens)
**Actual behavior**
System changes valence value from 7 to 6
**Expected behavior**
Valence value remains the same
