**Describe the bug**
Fold/Unfold hydrogens changes Implicit H count value to forbidden 9 valence value
**Steps to Reproduce**
1. Load from file: [implicitHCount - 9.zip](https://github.com/epam/ketcher/files/14417555/implicitHCount.-.9.zip)
2. Press Add/Remove explicit hydrogens button (to add hydrogens)
3. Press Add/Remove explicit hydrogens button one more time (to remove hydrogens)
**Actual behavior**
System vanishes Implicit H count value and add hidden valence value = 9
**Expected behavior**
Implicit H count value remains the same

- Ketcher Version 2.18.0-rc.8 Build at 2024-02-22; 17:34:35
- Indigo Toolkit Version 1.18.0-rc.8.0-g85a393c7c-x86_64-linux-gnu-11.2.1
