Adding explicit hydrogens repalces Valence value with Radical value

Description
**Steps to Reproduce**
1. Load from file: [Change Valence to Radical.zip](https://github.com/epam/Indigo/files/14403889/Change.Valence.to.Radical.zip)
2. Press Add/Remove explicit hydrogens
**Actual behavior**
System removes Valence value and replaces it with Radical value (= Monoradica)
**Expected behavior**
Selection rectangle is shown

- Ketcher Version 2.18.0-rc.8 Build at 2024-02-22; 17:34:35
- Indigo Toolkit Version 1.18.0-rc.8.0-g85a393c7c-x86_64-linux-gnu-11.2.1
