Add/Remove explicit hydrogens feature doesn't work for Aromatic Either bond ([#6]:[#6])

**Describe the bug**
Add/Remove explicit hydrogens feature doesn't work for Aromatic Either bond (`[#6]:[#6]`)

**Steps to Reproduce**
1. Load from file: [AromaticEitherBond.zip](https://github.com/epam/Indigo/files/13933043/AromaticEitherBond.zip) (unzip first)
2. Press Add/Remove explicit hydrogens button

Actual behavior:
Nothing happens

Expected behavior:

Reproduce the failure using AromaticEitherBond.zip in Ketcher 2.18.0-rc.4 and the Add/Remove explicit hydrogens button. Trace how the Indigo toolkit handles the aromatic either bond ([#6]:[#6]) during explicit-hydrogen processing. Done means the button changes the structure as shown in the expected-behavior image instead of doing nothing.
