Description
In https://github.com/envoyproxy/nighthawk/pull/180 a check/fix script was introduced for generating documentation fragments for the CLI tools. This works, but a cleaner way to do this would be to do this via python's string templating library. For context, see the discussion at https://github.com/envoyproxy/nighthawk/pull/180#r340039955
