Create a release for `envoy/v1.38.0`

Envoy Proxy [v1.38.0](https://github.com/envoyproxy/envoy/releases/tag/v1.38.0) was released about a month ago, but there hasn't been a corresponding `go-control-plane` release yet with the matching protos. Would it be possible to cut a new release of `go-control-plane` aligned with the v1.38.0 Envoy protos?

Additionally, would it be possible to automate the release process so that a matching tag is available as soon as a new Envoy Proxy version is released?
