*Description*:
Service Owners have no way to specify CDS settings (health checks, circuit breakers,cetc.) once for their service. These settings must be duplicated across every Route-targeted BTP or set as broad Gateway-level defaults.
This issue tracks introducing a Backend-level policy that attaches to Backend kinds (Service, ServiceImport, EG Backend) and carries CDS configuration for all routes to that backend.
