Description
Upgrading to Bazel 7.x is necessary for [supporting C++20](https://github.com/envoyproxy/envoy/issues/32955). This is especially important for Envoy Mobile given that [rules_android_ndk](https://github.com/bazelbuild/rules_android_ndk) only supports Bazel 7.x.
